I'd even add 

"could you please write this up as general instructions for projects
wanting to put their stuff up for testing / for official releases"

As far as I was able to gobble together:

www.apache.org/dist/java-repository/
  - synced to ibiblio
  - for "official" releases only, no snapshots, no RCs, no Milestones
  - continuation somehow guaranteed, once something got synced to
    ibiblio, it will stay there indefinitely

[cvs|svn].apache.org/repostitory/
  - not synced to ibiblio
  - for snapshot, RC, milestones and so on
  - jars may disappear if the project decides to remove it.

But it would be really nice to have some "official guidelines" for all
java projects.
