Unfortunately, ASF does not really operate like this. First get at least some source in order, then gather some support from both within and outside of ASF, then come with the proposal to the Incubator. AFAIK, that is how things are done around here. Furthermore, if you feel the JavaBio project is lacking something important, why do you not just go there and implement it? I am sure they would be happy for new contributors.
