One other comment that I should make now: The APR PMC was privately approached about sponsoring this proposal. The PMC's consensus was that there was not sufficient overlap between APR and this proposal to warrant APR being a 'sponsoring PMC' for this proposal and to house this as a sub-project within APR. Therefore, the intent is for this project to evolve as an independent PMC/TLP.
