That means the proposal is not accepted. The basic reason is that the Castle developer group is currently deemed too small at 3 developers, and the incubator doesn't have the resources available to do some of the early stages of the incubation process (ie grow the developer team), so that will need to happen elsewhere.
Hammett has indicated that this will now happen @ sourceforge. Interested parties are of course invited to join there :-D, ie
