One likely place might be the Lang component of the Jakarta Commons.

The first step is to put the package under the Apache License.

http://www.apache.org/licenses/LICENSE-2.0

And try to post it in a public area where people can download and review it. You might 
have some space with your Yahoo account. Then submit a message to the Jakarta Commons 
Dev list with [Lang] in the subject, telling people about your package (like you did 
here), and offering to donate it to the ASF. If people like the code, the Lang 
committers can take it from there.

Another idea would be to try posting this message to [EMAIL PROTECTED], who are our 
Java specialists.
