Right. :-) The approach has been that since these are not official ASF
projects until they leave the Incubator, they are supposed to carry an
incubation notice. Although we can't anticipate every possible vector by
which people might be exposed to a project, the concept still applies.
With respect to t-shirts, I hadn't heard about anyone wanting to do t-shirts
until recently, and the issue was raised immediately. That was the catalyst
for making sure that our PRC had a starting set of guidelines. We can
extend or revise them according to consensus.

Appropriate cooperation with Grantors is fine, but we don't want to see
"vapor incubations" or give the perception of such. Having a Grantor make a
big PR splash about moving a project into the Apache Incubator, and then
having people unable to find it could create a poor impression, and be
counter-productive, both to the project and the Grantor's relationship with
the ASF.

Oh please, Cliff. Let's not beat around the bush. :-) For quite obvious
reasons you bring a great deal of experience and insight on this issue, all
of which will undoubtedly turn out to be invaluable. :-)
