I don't think it's worth raising as an issue. I personally think it's a problem that needs to be fixed and may discourage some good contributions from people/companies who can't explain to their lawyers why a license grant means losing copyright notice, but I don't feel so strongly about it that I want to come up with a one-off solution for Beehive. I'd prefer to continue to discuss what the right thing to do is for the ASF over the long term. As you indicated, it doesn't look like the jUDDI discussion has much momentum behind it and won't lead to any resolution anytime soon. So, now that the code has been checked-in under BEA's copyright (which I think is the right way to properly show code parallels to the software grant), we should now update the copyright header to read the usual thing.
