The precise wording of the announcement talked about putting the RI of
JavaServer Faces under "open development", but not claiming to be "open
source" until the license was reviewed for conformance to the commonly
accepted definition of "open source." It's (unfortunately) not too
surprising that many in the press would not pick up on that
distinction. I would hope people around Apache are a little more clueful.
