The projects/project.cwiki file in the incubator CVS is what is also called the project STATUS file WRT incubation.

Explanation: usually projects keep a file called STATUS in the main CVS module dir, to keep track of things.
The incubation items, instead, are not to be put there but in the incubator CVS module, in the project.cwiki file.
Thus we sometimes call that the STATUS file (WRT incubation).

As for the duplication between the cwiki file and the report: no need to duplicate items, just put in the report what is not evident from the status file. IOW "what has been done for incubation" is intended to be a high-level description, as the details are all in the project.cwiki file.
