That means moving some of them, but I think that is the right thing to do, if we make it easy for them. Projects in the incubator should be under the incubator URL to help make their status clear. I do not mind, however, if they publish a URL for their own space, and use a redirect to send people over to the incubator site. As for publishing, strike #5 from your list. All that we need to establish is that there be a directory: /www/incubator.apache.org/$project that is checked out of CVS. We don't care how it gets into CVS, or which CVS module it lives in, but it had better be there. People using Maven, ForrestBot, or any other tool still have to address the CVS publishing requirement that the infrastructure team has laid out. If that is done, then we just run cvs up in that directory to load the site from CVS.
