Understood.  Hence the "vote to accept it" part.  To Address Ted's question,
it makes sense for this project to eventually be its own TLP.  Avalon
doesn't want apps, James will have a USE not IS relationship with it,
Jakarta has too much inside, anyway.

My understanding from discussion with Sam and Ken was that creation of a new
TLP or migrating to an existing one would be an exit, not entry, issue.
Clearly, though, if it is intended to go under an existing TLP, they ought
to be here doing the lion's share of shepharding the process.  In this case,
we have several members from different projects volunteering.

Seems right.  Absolutely no need for separate -user list.  Sorry that I
didn't catch that error earlier.  Wiki is updated to reflect your
