But regarding the docker, did you try running "docker pull ghcr.io/gem5/gcn-gpu:v24-0" (or "docker pull ghcr.io/gem5/gcn-gpu:latest") first? I don't recall if Jason had the docker pre-downloaded and thus this step was not needed or not, but this would be one way to check.
