Ignoring the WFE is really a uarch detail and it’s not exposed to the 
architecture through a specific register.

While there might be a cleaner way to handle this, you could either simply 
comment the quiescing code in the
Instruction implementation [1], or you could replace it with a NOP
(depending if you still want the trapping knobs to be available, which is 
something I'd recommend)

(Do not forget the IsQuiesce op class)

I am using the full system simulation through fs.py. I do not know if I have to
use a command or change the config scripts.
