I have the same 2.24.4 version (Ubuntu 11.04 libgtk2.0-0 package version 2.24.4-0ubuntu2). Perhaps the Debian verson has some special patches applied to resurrect the tear-off feature? I would expect the same patches to be in Ubuntu, however.
