Well I figured it out.
The new 74164.sym is here:

Hi guys,
I have been working on a project that requires the use of a 74164 IC. The sym
file for gEDA is not complete, it does not have all the 14 pins. Also I would
like to use a sym that has the physical layout of the chip not the logical
layout.
If someone can point me to a document that will tell me the format of the sym
files, I think I can fix it.
