[gdal-dev] COG, DCAP_CREATE and check_doc.py

I ran scripts/check_doc.py on git origin/master and got an assert:
 Traceback (most recent call last):
  File "/home/werdna/gdal/git/scripts/check_doc.py", line 80, in <module>
    "supports_create" not in doc_caps
 AssertionError: Driver COG does not declare DCAP_CREATE but doc does!

I guess that this is related to commit
  4289c17f6181f6c091adc04e010edf01f875b7e4
but should it have been caught by continuous integration ?
