I am not sure if I just should know to avoid the arrow api, of if this behavior could be a bug.
Indeed the Arrow fast path cannot be used in that case. Fix in https://github.com/OSGeo/gdal/pull/12018 to avoid the explicit --config OGR2OGR_USE_ARROW_API NO
