I have reinstalled the `expat` library but it did not help.
You need to install the *developement* package for expat (likely
"expat-devel" from what I can see), and then rebuild GDAL against it
by first running cmake to cause expat detection to be done again, and
then re-building GDAL
"grep GDAL_USE_EXPAT CMakeCache.txt" should return
"GDAL_USE_EXPAT:BOOL=ON" for things to be properly configured
