I realize I left out the INTERLEAVING, ie. ogr2ogr ~/fromgdal.arrow ogr/data/arrow/from_paleolimbot_geoarrow/polygon-default.ipc -lco GEOMETRY_ENCODING=GEOARROW_INTERLEAVED
