yes, you can set the GDAL_DEFAULT_WMS_CACHE_PATH configuration option.
It is already mentioned at https://gdal.org/drivers/raster/wmts.html,
although not that much visible.
I've submitted https://github.com/OSGeo/gdal/pull/10398 to improve that.
In the meantime, you can refer to
https://gdal.org/drivers/raster/wms.html#configuration-options since the
WMS driver is unused underneath of the WMTS one.
