"cmake --build . --target gdal_GEOR" should shorten a bit the build
time. It will try to rebuild the main "GDAL" target, but if it is
already up to date, that should be just a matter for the build system to
check that no files need to be rebuilt.

My setuptools is 40.6.2.
Not sure if that's the reason, but that's pretty obsolete.
swig/python/pyproject.toml now requires setuptools >= 67
