I am not an expert in Windows at all. But the message says that cannot find "TransformWithErrorCodes...blablah" in ogr2gr.exe. Could it be that this method is actually in a dll, and the dll is not found? can be a PATH problem? There are tools to see the exported methods from a dll. Check that it does exist, and that is findable by ogr2ogr.exe. That was not easy (when I worked in Windows, more than 10 years ago). It is using different names for libraries in debug and release. Replicate it working fine with an older checkout from the repo, then replicate it failing today, and look for the change that "breaks" it. If you cannot replicate the correct behaviour with an older checkout... then the problem is not the source code. Cheers, Javier.
