I have prepared a 3.8.0 RC2. The changes since RC1 are:
- Python utilities: make gdal_edit, gdal_pansharp, gdal_retile and ogr_layer_algebra return 0 error code when invoked with --version switch - Include <cstdint> for uint64_t in cpl_json.h (which broke compilation of GDAL reverse dependencies with gcc 13)

I'll call for a vote promoting it later this week if no serious problems are reported before.

The "release/3.8" branch has been created for all bug fixes related to 3.8.x.
