Your build is likely linking against different version of libproj
as in a similar case:

check with "ldd .libs/libgdal.so | grep proj"
That was indeed the problem.
Adding --with-proj=yes to get the config line:
./configure --prefix=/usr/local/gdal2.4.4 --with-poppler
--with-proj=yes
did the trick.
