Confirming that setting LDFLAGS as above just for the GDAL configure-and-build resolves the problem.
Our build guy thinks it's a little hacky, so I'd like to ask again what changed that made this necessary. This was all on Ubuntu 18.04, by the way. I need to try it on our other supported Linux flavors too...
