If you really must do this using C#, do read the documentation and
examples: http://trac.osgeo.org/gdal/wiki/GdalOgrInCsharp
You can skip C# altogether and use batch scripts, powershell thingies,
whatever. There are hundreds of ways to convert files from one format to
another.
