GCC is a volunteer project, so nothing is preventing them from getting directly involved with the transition by hiring/sponsoring someone to do it and/or generally maintain/improve the AVR port, nor does anything stand in their way of participating indirectly via the bug bounty program that's been started for the AVR transition.
