That makes sense, but how many people are in cagney's shoes (with more
than one non-gcc.gnu.org email address in their commit history)?  It
sounds like they should all be canonicalized to u...@gcc.gnu.org.

I think if you dug there would be enough folks who've moved employment
over time and others who may change employers over time.
Agreed. In fact, I would say that most of the contributors over time have more than one address due to employment changes.
