While I've touched a lot of code where HARD_REGNO_CALL_PART_CLOBBERED is
used, I've really never had to deal much with that bit of uglyness.
I believe it was originally added by Michael Hayes, thus it was
originally to deal with some weird aspect of the c4 port.
