Because automake calls "autoconf" the right version must be in your
PATH, it's not good enough to have "autoconf2.65" installed because
automake won't invoke that version, it will use "autoconf" from your
PATH.
It is not so difficult to configure required versions of autoconf and automake
to install in some arbitrary prefix (like /opt/foobar) and after that add
/opt/foobar/bin to begin of the PATH. I'm regularly using this approach when
building modified versions of gcc
