In other contexts, I've sometimes done informally ombudsish stuff.

This seems to me that it is important enough and intractable enough to deserve a switch. This would be information to the compiler that this code either does or does not have a lot of templating and such. High templating behavior (sacrificing a little run-time performance for some compile-time speed) COULD be the default for such as C++, and off by default for Fortran.

I think there are two opposed sets of genuine needs in this area, and both groups should get what they want.

Probably not the ideal name.
