Since rs6000.h defines LOGICAL_OP_NON_SHORT_CIRCUIT to 0, powerpc*-*-* should be a logical_op_short_circuit target. This fixes the following failures.

< FAIL: gcc.dg/tree-ssa/ssa-dom-thread-4.c scan-tree-dump-times dom1 "Threaded" 3
< FAIL: gcc.dg/tree-ssa/vrp47.c scan-tree-dump-times vrp1 "[xy][^ ]* !=" 0
