* common.opt (flra): New option.
* ira.c (ira): Use the new flag.
The following patch implements a flag (-flra/-fno-lra) to switch on/off
LRA for targets on which it was ported. By default, LRA is switch on.
The flag is not documented as it will not live for a long time.
