Follow-up to PR rtl-optimization/44194

As remarked by Richard S., we can now allow sibling calls in the PARALLEL case 
after the fix for PR rtl-optimization/44194.

Tested on x86_64-suse-linux and mips64el-linux-gnu, applied on the mainline.
