[patch, wwwdocs, committed] Fortran changes for 4.8

I have committed the attached patch as obvious after checking

        * gcc-4.8/changes.html: Document that -Wc-binding-type
        is enabled by -Wall.  Document that -Wcompare-reals is
        enabled by -Wextra.
