This series implements a fix for (part of) PR127448.
The main fix is patch 4.  That patch alone causes regressions, which are
avoided in preliminary patches 1 and 3.  Patch 2 is an intermediary
refactoring to make the other patches smaller and clearer.

Fortran-tested on aarch64-unknown-linux-gnu.  OK for mainline?
