Hi!

As discussed on IRC, the picochip-* port doesn't have an active maintainer
anymore, this patch adds it to deprecated ports for 4.7.2+ so that it can be 
removed in
GCC 4.8 unless somebody steps up to maintain it.

Ok for trunk/4.7?
