The other 2 *-mingw* case has use_gcc_stdint set to wrap too so this is ok.

I pushed this with the following changelog added:
gcc/ChangeLog:
* config.gcc (aarch64-*-mingw*): Set use_gcc_stdint to wrap.

This change is small enough not to be copyrighted but if you are

Also having a changelog entry as GCC requires would be useful when
