Changes in v2:
* The second, size argument to the base class constructor needs
to be more careful about overflowing the string_view argument,
because the base class has no independent information about the
actual bounds of the array passed.
This adds the new bitset constructor from string_view
defined in P2697 to the debug version of the type.
