[lra] merged with trunk

LRA branch has been merged with trunk at 190125.  To successfully 
bootstrap the branch the following changes were applied.

The branch was successfully boostrapped on x86-64.

        * lra-constraints.c: Use debug_rtl_slim instead of
        print_rtl_slim.

        * lra.c: Ditto.  Use LAST_INSN_CODE instead of CODE_FOR_nothing.
