Noticed reload1.cc was miscompiled with LRA. Tested on hppa-unknown-linux-gnu and hppa64-hp-hpux11.11. Committed to active branches.

hppa: Fix decrement_and_branch_until_zero constraint
The third alternative for argument 4 needs to be an early clobber
constraint. Noticed testing LRA.
