How would a flag which has a variable part in the name (like
ffree-line-length-...) get matched?  i.e. what would we need to emit for

I don't think it's worth the trouble.
Most options referred to in diagnostics are warnings, so simple options that already have a correct link to the documentation.
The rest is way down in the priority list (in mine at least).
