[PATCH, GCC][AArch64] Use Enums for TLS dialect option selection

Hi,

This patch re-factors TLS dialect option selection in the AArch64 port to
use the generic support for enumerated option arguments.

        * config/aarch64/aarch64.h
        (TARGET_TLS_TRADITIONAL): Remove.
        (TARGET_TLS_DESC): Update definition.
        (enum tls_dialect): Remove.
        (enum tls_dialect aarch64_tls_dialect) Remove.
        * config/aarch64/aarch64.opt
        (tls_type): New.
        (mtls-dialect): Update.
