We are tuning the entire vector costs for the entire Ampere1-family (some changes will be needed due to ongoing work to improve the vectorization of x264 and optimized permute/shuffle sequences) and plan to include AARCH64_EXTRA_TUNE_USE_NEW_VECTOR_COSTS throughout. However, this is unlikely to be completed before the end of this year.
