I found that it's more reasonable to use existing dominance analysis.

gcc/ChangeLog:

        * config/riscv/riscv-vsetvl.cc 
(pass_vsetvl::global_eliminate_vsetvl_insn): Use dominance analysis.
        (pass_vsetvl::init): Ditto.
        (pass_vsetvl::done): Ditto.
