This patch would like to support the rounding mode API for the
VFMACC for the below samples.

* __riscv_vfmacc_vv_f32m1_rm

* __riscv_vfmacc_vf_f32m1_rm
* __riscv_vfmacc_vf_f32m1_rm_m
