PING: [PATCH] fix radix sort on 32bit platforms [PR109670]

Summary: The radix sort did not handle the uppermost byte correctly,
which sometimes broke win32 exceptions. Bugzilla #109670. The reporter
confirmed that the patch fixes the bug.
