Document which version of RISC-V vector intrinsics has implemented in
GCC.

gcc/ChangeLog:

        * doc/extend.texi (Target Builtins): Add RISC-V Vector
        Intrinsics.
        (RISC-V Vector Intrinsics): Document GCC implemented which
        version of RISC-V vector intrinsics and its reference.
