If CXXFLAGS contains something unsupported by the build CXX, we see build
failures (e.g. using -fmacro-prefix-map for the target).
ChangeLog:
* Makefile.in: Regenerate.
* Makefile.tpl: Add missing CXXFLAGS_FOR_BUILD overrides.
