[V3][PATCH 0/2]Update -Warray-bounds with -fstrict-flex-arrays

Hi, this is the 3rd version of the patch.

Per Richard's request, I split the patch into two seperate patches:

1.  Update -Warray-bounds with -fstrict-flex-arrays.
2.  Add a new warning option -Wstrict-flex-arrays.

I have bootstrapped and regression tested on both X86 and aarch64
without any issue.

Okay for committing?
